The Company also has a team of dedicated professionals who are well trained, skillful and knowledgeable in their respective fields, to meet the challenges of the water and wastewater industry. They have very strong water chemistry background and experience in design and construction of more than 50 plants in the region. 


Fan Chian Jen
Division Director - Special Projects and Planning

Mr Fan joined the Company since 1 April 2013 and heads the Special Projects and Planning Division of the company.  He is responsible for consolidating the company's business interests within Singapore, as well as executing special projects in the region.

Since joining the Civil Service in 2000, Mr Fan has held appointments in various government entities, including the Singapore Police Force, the President's Office, the Prime Minister's Office, and as Director Facilities in the Singapore Sports Council. 

His broad spectrum of experience spans from strategic planning on national policies to infrastructure and program project management, to operational executions in national events like the Asian Youth Games, Youth Olympics Games, and the Formula 1 races.


Choo Chai Siang
Division Director – Finance, Corporate & Admin

Mdm Choo Chai Siang is currently the Division Director – Finance, Corporation & Admin of the Company.

Mdm Choo is a qualified accountant with more than 30 years of experienced in Accounts, Finance, Admin and HR. Prior to joining the Company, she was a general manager of two IT software companies specializing in providing solutions to the travel industry in Singapore, Malaysia, Hong Kong and Indonesia.


Poh Leng Yew
Senior Manager, Business Development (China)

Mr Poh Leng Yew is the Senior Manager of Business Development (China market) for WaterTech. 

A civil engineer hailing from Nanyang Technological University, he has been working in the Public Utilities Board of Singapore since year 2004, and has handled a range of portfolio in the organisation from the technical division in the initial years, to eventually being one of the key personnel leading the business development in several major international markets. 

From Year 2006 to 2011, he has been responsible for developing the inter-government relations and business relations between China and Singapore, as the organisation's Country Manager for China.  He played an instrumental role in facilitating the signing of the MOU between China's Ministry of Housing and Urban-Rural Development (MHURD) and Singapore's Ministry of Environment and Water Resources which eventually led to the Demonstration Project in Zhangjiagang, and other joint venture major water works projects in China.

The active development of the relationship between PUB with the various local district governments in  the provinces in China under Poh, has also resulted in Singapore water companies securing projects in these territories.

Poh played in key role in the Singapore International Water Week (SIWW) since its inaugural conference and exhibition in the Year 2008.  As one of the leading members of the organising team in the SIWW, Poh was responsible for increasing China's presence in the annual international event, by creating the China Business Forum.  Companies from China were able to showcase their success in advance technology and management systems in water, thus creating a permanent platform for China to conduct business in water with the international market in this event. 

From this event, companies in china also had access to research and development done by world leading companies in Singapore

Another of Poh's achievement in organising the SIWW, was to create and facilitate a platform for bankers, financiers, and potential investors, and owners of water projects in the various international markets, to connect for business opportunities.

Since Year 2011, Poh's portfolio has increased to include being Country Manager for India, Europe, Africa, and the Americas. 

He continued to play a key role in facilitating negotiations for projects between Singapore consortiums of private enterprises, and the respective local and district governments in these countries, and engaging the bankers and financiers.


Chen Feng
Assistant Technical Chief
SGP Managers & Engineers Pte. Ltd. 

Mr Chen Feng is the Assistant Technical Chief of SGP Managers & Engineers, responsible for providing technical guidance and leadership to the engineering team for projects in Singapore and overseas.  He has extensive experience in many projects related to storm water management, conventional and advanced drinking water treatment, used water treatment and reclamation, seawater and brackish water desalination.

In his previous portfolio in Black and Veatch's global water business, Chen Feng has worked on projects across U.S., Australia, China, Hong Kong, Indonesia and Singapore.  He has played the lead process engineer role in many flagship projects together with the Public Utilities Board, including the Tuas II Desalination Plant, Singapore's the largest reverse osmosis plant; Sembcorp NEWater Plant, Singapore's largest recycled water plant; Lower Seletar Waterworks, Jurong MBR Plant, and Changi WRP Expansion Works.
