The Company is governed by a Board of Directors consisting of prominent senior professionals and entrepreneurs.

Goh Yeow Tin

Mr Goh Yeow Tin was appointed the Chairman of WaterTech Pte Ltd on 7 August 2008. 

Mr Goh is currently the Non-Executive Chairman of Seacare Medical Holdings Pte Ltd which is a company within the Seacare Co-operative, an NTUC  Afflliate.

Mr Goh started his career with the Economic Development Board (“EDB”) where he headed the Local Industries Unit. He was subsequently appointed the Director of EDB’S Automation Applications Centre located in the Singapore Science Park.  He was the founding member of the Association of Small and Medium Enterprise (“ASME”) and founded International Franchise Pte Ltd, a pioneer in franchising business in Singapore. Mr Goh was previously the Vice-President of Times Publishing Ltd and the Deputy Managing Director of Tonhow Industries Ltd, the first SESDAQ listed plastic injection molding company.

Mr Goh is a member of the Singapore Institute of Directors (SID). He is the Lead Independent Director of Vicom Ltd and an Independent Director of Oakwell Engineering Limited, Lereno Bio-Chem Ltd and Sheng Siong Group Ltd

Mr Goh is a prominent community leader in Singapore and is the current Chairman of the Teck Ghee Citizen’s Consultative Committee. He has been awarded the prestigious National Awards PBM and BBM by the President of Singapore.


Lau Wah Ming
Vice Chairman & Group CEO

Mr Lau Wah Ming was appointed Vice Chairman and Group CEO of WaterTech Pte Ltd on 1 December 2010. 

Lau Wah Ming is the former Secretary to the Cabinet and Secretary to the Prime Minister (2004 to 2009). He retired in early 2010.

Prior to that he was the Deputy Secretary in the Ministry of Law for 10 years and has wide experience in formulating and implementing legal policies and policies concerning land and Intellectual Property (1995 to 2005)

From 1969 to 1994, he served in various senior positions in ministries that include Finance, Economic Development, Defence, Education, National Development, Communications and Transport.

Mr Lau studied Engineering, on a Colombo Plan Scholarship, in Christchurch, New Zealand, (1967-1969) and obtained a Masters in Business Administration from the National University of Singapore (1983) as well as attended an Advanced Executive Management Programme at INSEAD, Fountainbleu, France (1993).

Mr Lau is currently assisting to develop and grow an SME whose shareholders include Singapore government agencies like SPRING SEEDS (MTI), Seacare (NTUC group), Kota, a prominent private investment group, and also Lim Kim Tah, a well-known developer with active business activities in India and other regions. He now leads the WaterTech Group of Companies as the Chief Executive and Vice Chairman.  He is also helping to promote the export of expertise and experience which has been gained and accumulated by the Singapore public institutions and agencies over 4 decades, for example by advising certain local governments in Asia on water management and urbanization solutions. He seeks further opportunities in China, India, Indonesia and elsewhere to share this experience.

Mr Lau continues to be active in the Community and social sectors, and is the Chairman of the Home for the Intellectually Disabled. He also performs duties as the Principal mediator at the High Court (Singapore Mediation Centre) and as an Adjudicator with the Financial Industry Disputes Resolution Centre of Singapore. He lectures (in Mandarin) on the legal policies and the legal system of Singapore as well as on topics like Dynamic Governance of Cities, and Community Development, at the Nanyang Technological University, Centre for Public Administration. Mr Lau was awarded the Public Administration Medal (Silver) in 1998 by the President of Singapore for his contributions to the Nation.


Leow Ching Chuan

Mr Leow was appointed as a Director of WaterTech Pte Ltd on 7 August 2008. He is currently the Chairman of Seacare Co–operative Ltd, Executive Advisor of Singapore Organisation of Seamen and Chief Executive Officer of Seacare Holdings Pte Ltd and Seacare Foundation Pte Ltd.

He is also a member of the Central Co–operative Fund Committee, Executive Council Member of Singapore National Co–operative Federation Ltd (“SNCF”) and Chairman of SNCF Service Sector Committee.

Mr Leow was conferred the Public Service Medal by the President of the Republic of Singapore in 2001.


Tan Gek Suan

Mr Tan was appointed as a Director of WaterTech Pte Ltd on 7 August 2008.  He is the Managing Director of the Tempcool Group of Companies and chairs the School Advisory Committee of Sembawang Secondary School.  Mr Tan was a Board Member of Singapore Corporation of Rehabilitative Enterprises (SCORE) and chaired the SCORE’s Industry and Development Committee from November 1997 till August 2012.  Mr Tan is a Life Member of the American Society of Heating, Refrigeration and Air-conditioning Engineers (ASHRAE), and the International Institute of Refrigeration (IIR).

Mr Tan was conferred the Public Service Medal (PBM) by the President of the Republic of Singapore in 2008.


Kok King Min

Mr Kok King Min was appointed as a Director of WaterTech Pte Ltd on 18 July 2013.  He is also a member of WaterTech’s senior management team and he leads the Engineering & Technology Division. He is an experienced Engineer with many years of practice in a wide range of responsibilities.  He was the Managing Director of CPG Consultants (2006-2011), the privatized Public Works Department of Singapore. 

Mr Kok has handled consultancy projects in Singapore as well as through a number of overseas offices, including China, India, Vietnam, the Middle East, Malaysia and the Philippines. In the private entity, CPG, he handled a wide spectrum of work, from master planning to all disciplines of engineering services and architectural services. (Building projects requiring various technologies including green building design.)  His team helped to establish CPG among the largest engineering and project management firms in Singapore. 

He has 37 years of experience as a specialist in structural engineering, project management, environmental engineering and transportation engineering. He worked in various divisions in the then Singapore PWD and held posts such as Senior Director - Specialist Services, Director - Airport Development, Chief Project Manager, Chief Structural Engineer, Head Roads Management etc.

Mr Kok was one of the pioneers in 1975 in the development of the Singapore Changi Airport.  On the ground, he had also been the Senior Resident Structural Engineer for Terminal 1 Building, Changi Airport and the Director (Airport Development) PWD from 1996 – 1998.

Mr Kok was instrumental in setting up the Environmental Engineering business in CPG commencing with the Design and Construction Management Services for the Changi Water Reclamation Plant (CWRP) Project partnering CH2M Hill, a world leader in water projects. Projects handled by CPG then included the Ponggol Serangoon Reservoir Scheme, Active, Beautiful and Clean (ABC) projects and Sewer Rehabilitation Projects etc.  Mr Kok also worked with the Singapore office of MWH, another world leading water infrastructure consultant as the Management Consultant in 2011-2012.   

Mr Kok is very active in the engineering industry. He was the President of the Association of Consulting Engineers in 2000-2004. He was a Board Member in the Professional Engineers Board and the Board of Architects. He was the Registrar of the Professional Engineers Board from 1989 to 1998. He was also the Chairman of the Asia Pacific Regional Group of FIDIC (2004-2006).

He was a Colombo Plan Scholar, holds a Master of Science (Construction Engineering) degree from the University of Singapore and a Bachelor of Engineering (Civil)(First Class Honours) degree from Monash University, Australia.


Jarrod Seah Chi Nam

Mr Jarrod Seah was appointed as Director of WaterTech Pte Ltd on 16 August 2011.  Mr Seah is also a director of Lee Kim Tah (Pte) Ltd, whose parent company, Lee Kim Tah Holdings Limited, a public-listed company in Singapore, is a substantial shareholder of WaterTech Pte Ltd.  He is also the Governor for Lee Kim Tah Foundation. 

He holds a First Class Honours in Quantity Surveying with the University of Reading (UK).  Mr Seah is a member of the Royal Institute of Chartered Surveyors (MRICS), Hong Kong Institute of Chartered Surveyors (MHKIS) and the Singapore Institute of Building Limited (SIBL).


Dawn Kong Oi - Yi
Executive Director

Ms Dawn Kong was appointed as a Director of WaterTech Pte Ltd on 7 August 2008.  She is also a director of the wholly-owned subsidiaries of the Company, SGP Managers & Engineers Pte Ltd and SGP Water Private Limited (2012).

Ms Kong is currently in charge of the Business Development & Trading Division of the Company. She graduated with Honours from Monash University, Australia.  She formerly worked with the Sembcorp group of companies, and in 2004 moved on to became the Executive Director of Kota Assets Pte Ltd, an investment company which has business interests in the region.

Ms Kong personally initiated several projects in the food industry as social enterprises.  In 1998, she started the Village Wok Group of Restaurants. 

Ms Kong is also involved in social work projects with several institutions, such as Pertapis and Andrew & Grace Homes, and served in the EXCO of Beautiful People, an organization under the purview of Beyond Social Services.  Ms Kong also served in the EXCO of the Junior Pyramid for two terms.

Saud Siddique

Special Advisor to the Board from 15 August 2012

Mr Siddique is the Executive Chairman of Odyssey Capital. He has over 28 years of global experience in infrastructure and financial services sectors (Asia, Latin America, US and Africa), including more than 16 years at IFC, the private sector arm of the World Bank.

Mr Siddique has served as Joint Managing Director and Board Member of Srei Infrastructure Finance Ltd (SREI), a leading non-bank financial institution in India. At SREI, he was responsible for spearheading SREI's infrastructure business, including the Project Finance group. The Project Finance group provides both senior and mezzanine/quasi equity financing to primarily mid-market infrastructure companies in various infrastructure sectors including power, roads, ports, water, telecom, and logistics. During 2009-2013, his achievements include upgrading the Project Finance group's infrastructure domain knowledge and team strength, growing its loan portfolio from about USD200 million to USD2 billion, and substantially increasing the group's operating profits. In addition to leading the Project Finance group's business development team, he spearheaded the development and adoption of detailed credit policies, implementation of environmental and social management system policies, and the establishment of a separate Credit and Risk division. He also oversaw SREI's investment banking and venture capital businesses.

While at the IFC in Washington D.C., Mr Siddique led several investment transactions in the field of project finance, and structured debt and equity investments in the infrastructure sectors in high growth markets such as India, China, and other countries in Asia and Latin America regions. He was in charge of IFC's pioneering investments in the Latin Power Fund, the first private equity infrastructure fund for emerging markets, the Asia Mezzanine Infrastructure Fund, the first investment vehicle of its kind in Asia, and Profund, the first private equity fund targetting microlending institutions. From 2004-2007, he was based out of Hong Kong, and was the head of business development for infrastructure projects in the East Asia and Pacific region for IFC.

Mr Siddique also served as the CEO and Board Member of Hyflux Water Trust, a global water infrastructure fund, and led its IPO on the Main-board of the Singapore Stock Exchange. He was a member of the top management of Hyflux Ltd. in Singapore, one of the leading water infrastructure companies in Asia. He has worked extensively on infrastructure projects in China, and was the Chairman of the Board of 11 water project companies in China.

Mr Siddique has also worked with the Swiss Bank Corporation (now UBS) in New York, where he was responsible for structured finance, leveraged buyouts, leveraged leasing, asset securitization transactions, and investments in financial institutions and municipal infrastructure projects, all in the U.S.

He is a Member of Board of Directors and Chairman of the Credit and New Business Committees of the Emerging Africa Infrastructure Fund (EAIF). EAIF, an USD 800 million fund, is sponsored by a consortium of European development finance institutions, and the World Bank. He has also taught at the Indian Institute of Management, Calcutta, one of the leading business schools in India, as a visiting faculty member.

Mr Siddique holds a Bachelor of Science degree in Computer Science from the University of Maryland, and an MBA from Cornell University.
